Mix first four ingredients in a food processor until well combined. Remove 1/2 cup of the oat mixture and set aside. Press the rest into a greased 9 x 13 inch pan and bake 10 minutes at 350F.
Remove from oven and pour sweetened condensed milk on top. Sprinkle reserved oat mixture, nuts, and chocolate chips. Bake 18-20 minutes at 350F.
Substitution notes: 1) gluten free flour blend may be used instead of all purpose flour 2) vegan butter may be used instead of butter 3) Swerve brown sugar blend may be used instead of brown sugar for low sugar option.
